Resend 支持通过 API 单次请求创建并发送 Broadcast

Resend 现在支持在 API 中通过单次请求创建并发送 Broadcast，只需在调用时设置 send 参数为 true，此前需要创建和发送两次独立请求。该功能同时支持定时发送，可用自然语言或 ISO 8601 时间戳设置 scheduledAt。
